A draft of the secret Trade in Services Agreement (TISA) Financial Services Annex has been released by WikiLeaks today in a press release.

In an anti-transparency feat, the draft is meant to remain private during the negotiations which started in April 2013, and are set to commence for a seventh round of talks from June 23-27 in Geneva, Switzerland. An amendment is also in place within the Agreement to keep it a secret for five years after its inception if it does pass.

Saddam Hussein brutally– but effectively– clamped down on sectarian violence and Islamic extremism in Iraq– and served as a counterweight to Iran's regional ambitions. This delicate balance was thrown into chaos by the 2003 Iraq War.

That is a widely-accepted, bipartisan reading of events.

Following Fox News anchoress Megyn Kelly's inflammatory remarks to former President Dick Cheney about him being on the wrong side of history over Iraq, the American Heritage Foundation has issued a stern rebuke and warning to History in 68 page policy paper.

According to the paper, History has been escalating its provocations and generally belligerent stance towards America and the rest of the free world (America's territories), with its constant contrary and obstructive acts toward the New American Century.

Though many claim the mantle of Ronald Reagan on foreign policy, too few look at how he really conducted it. The Iraq war is one of the best examples of where we went wrong because we ignored that.

In 1984, Reagan's Secretary of Defense Caspar Weinberger developed the following criteria for war, primarily to avoid another Vietnam. His speech, "The Uses of Military Power," boils down to this: The United States should not commit forces to combat unless the vital national interests of the U.S. or its allies are involved and only "with the clear intention of winning." U.S. combat troops should be committed only with "clearly defined political and military objectives" and with the capacity to accomplish those objectives and with a "reasonable assurance" of the support of U.S. public opinion and Congress and only "as a last resort."
